DECISIONS

23rd OCA General Assembly

Doha, 1st July 2004

 

  1. All 45 Member NOCs of OCA were present.

  1. H.H. Sheikh Ahmad Al-Fahad Al-Sabah President OCA  welcomed the delegates and urged the members to work together to ensure world peace and harmony through sports.  He also welcomed the delegates from NOC of Iraq, who were reinstated in the OCA after a gap of 14 years.  

  1. H.H. Sheikh Tamim Al-Thani, Chairman, DAGOC welcomed delegates and assured that DAGOC will do its best to ensure the success of the 15th Asian Games in Doha.

  1. The reports of the Vice Presidents of the 4 zones were unanimously received and approved by the house.

4g)   The reports of Sheikh Saud Al-Thani, Vice President from 15th Asian Games Organizing Committee and Mr. Tsunekazu Takeda, Chairman Coordination Committee were received with appreciation by the house.

The report of the Doha 2006 Asian Games Organizing Committee was received with appreciation by the house.  The house unanimously decided to approve the list of 40 sports and 411 events proposed by DAGOC. The house also unanimously approved "ORRY" the mascot for the Games, as proposed by DAGOC with a suggestion to include the OCA star in a prominent and highly visible location on the Game's Mascot.

4h)    The report of Mr. Yu Zaiqing, Vice President from Changchun Winter Asian Games Organizing Committee (COCWAG) was received with appreciation by the house.

 

        The report of COCWAG was received with appreciation by the house and the house unanimously decided to release the marketing rights of the 6th Winter Asian Games to COCWAG in lieu of a payment of US $ 500,000 to the OCA, while OCA retains the intellectual property rights of the Games.

4i)   The President informed the house that the OCA Executive Board has taken a decision to withdraw the 1st Asian Indoor Games from Bangkok, unless the Host City Contract is signed by 10th of July 2004.  The house unanimously ratified the decision of the OCA Executive Board.

  1. The progress report on the 2nd Asian Indoor Games to be held in Macao, in 2007 was received with appreciation by the house and also requested the organizing committee to coordinate with the OCA Sports Committee for finalizing the games programme.  

  1. The report of the Secretary General OCA was received with appreciation by the house. The house also commended the efforts of the President OCA in acquiring addition land for the OCA and redesigning the OCA headquarters on such a large scale.  The house also unanimously approved the increased budget for the reconstruction of the OCA HQ and also the expenses being incurred by the OCA on the accommodation and temporary headquarters of the OCA.

  1. The reports of the Chairmen/women’s of the 9 Standing Committees of the OCA were received with appreciation by the house.

i)      The house unanimously approved the recommendation of the OCA finance Committee to establish a Marketing Department or such a setup within the OCA Administration to market the OCA properties, instead of it being handled through a marketing agent and it to incorporate the same as a By-Law in the OCA Constitution. 

ii)    The Amendments to the OCA Constitution as proposed by Chairman of the Rules Committee were unanimously approved by the house and to incorporate the same in the OCA Constitution accordingly.  The house also unanimously authorized the President OCA to amend the financial guidelines accordingly.

  1. The report of Treasurer OCA as well as the Audited Statement of Accounts of the OCA and the Olympic Solidarity transactions for the year 2003, as audited by the Auditors M/s PricewaterhouseCoopers, were unanimously received and approved by the house. the house also unanimously decided that the Audited Statement of Accounts should be signed and presented by the Auditors in future.

  1. The report on the OCA Activities and Olympic Solidarity presented by The Technical Director OCA was received with appreciation by the house and the house provided the Technical Director with the necessary flexibility to utilize the unused funds for other activities for the benefit of the OCA and NOCs.   

  1. The present by World Anti Doping Agency was received with appreciation by the house.

i)      The report of the Evaluation Committee on 2010 Asian Games Bidding Cities was received with appreciation by the house and the house thanked the members of the Committee for their efforts and excellent report.

ii)    The presentation of Guangzhou, the Bid City for the 2010 Asian Games was received with a lot of interest by the house.

iii)    Guangzhou, China was unanimously elected as the Host City of the 16th Asian Games to be held in 2010

iv)    The Host City Contract for the 2010 Asian Games was signed between the OCA, the Chinese Olympic Committee and the City of Guangzhou.

  1. The report by Athens Olympic Games Organizing Committee was received with appreciation by the house.

  1. The presentation by the 2012 Olympic Games Bidding Cities of Paris, New York, Moscow, London and Madrid was received with interest and appreciation by the house and the house wishes the Candidate Cities the best of luck.

  1. The house unanimously allotted the subsequent General Assemblies to be held in the following Cities:

  • 2005 – Guangzhou China

  • 2006 – Doha

  • 2007 – Kuwait
