Therapeutic Use
Exemption [TUE] / Abbreviated Therapeutic Use Exemption [ATUE]
Requirements
The Olympic Council of Asia would like to remind athletes who
may be selected to represent their country to participate in the
Asian Games, Asian Winter Games, Asian Indoor Games and Asian
Beach Games to verify the status of any medications they are
taking or intend to take. If the substance is on the World
Anti-Doping Agency (WADA) Prohibited List they must apply for
permission Therapeutic (TUE) or Abbreviated Therapeutic Use
Exemption (ATUE) to use the medication before and during the
Games. This process should be started immediately to ensure
permission is granted in time.
First, you must determine if the medication is on WADA
Prohibited List:

If it is, you need to apply for Therapeutic Use Exemption
(TUE), otherwise you could risk a positive doping test at the
Games.

How to check the
medication
Go to
www.didglobal.com
(click on Asia as your country/Region) and search for the
medication using its brand name or its drug identification
number (the DIN) on the label. On the results page, check the
Overall Status to determine whether the substance is prohibited.
If it is prohibited, expand the WADA Regulations section to find
out whether the substance is eligible for an Abbreviated or a
Standard TUE.
Secondly, if you
discover that your medication is prohibited in particular
sports, you must apply for a Therapeutic (TUE) or Abbreviated
Therapeutic Use Exemption (ATUE).
The following are the mandatory requirements procedure to assist
the athletes participating in international games:

Therapeutic Use
Exemption [TUE] Requirements

Athletes with a
documented medical condition requiring the use of a
Prohibited Substance or a Prohibited Method must obtain a
TUE in advance of the Games from their International
Federation (IF) or Asian Federation (AF) or National Anti
Doping Organisation (NADO).

The athlete
granted approval of a TUE by the IF or AF or the NADO is
required to provide a copy of the approval to the OCA
Medical Committee twenty one (21) days in advance of the
start of the Games.

The athletes
belonging to an IF or AF that does not have a mechanism to
issue TUEs or representing a country without a NADO should
submit their TUE application with all supporting documents
to the OCA Headquarters at least sixty (60) days in advance
of the start of the Games.

The Chair of the
OCA MC will appoint TUE Sub Commission who will consider the
TUE applications.

The OCA MC will
then inform the athlete, the athlete’s NOC, WADA and the
relevant IF/AF of its decision. A decision granting of a TUE
can be reversed by WADA upon review.

Abbreviated
Therapeutic Use Exemption [ATUE] Requirements

The athletes
requiring a Beta-2 Agonist by inhalation and/or
glucocorticosteroid by non-systemic routes are required to
notify an ATUE to their IF or AF or NADO in advance of the
start of the Games.

The athletes who
have completed the ATUE process are required to notify the
OCA Medical Committee in writing twenty one (21) days in
advance of the start of the Games.

A notification
for an ATUE will only be considered during the Period of the
Games (The date of opening of athlete village to the date of
Closing ceremony ) by the OCA Medical Committee:

For the
emergency treatment or treatment of an acute medical
condition; or
-
If an
athlete had insufficient time or opportunity to submit
an application prior to the Doping Control.

Emergency
Treatments Requirements
In the event of an
emergency treatment or treatment of an acute medical condition
provided to an Athlete resulting in the administration of a
Prohibited Substance, the attending physician (from either AGOC
or the NOC) is responsible for completing a TUE or ATUE. This
form will be available from the Polyclinic Manager, at the
Medical Command Centre – AGOC Headquarters and the OCA web site
(www.ocasia.org) The form
must be completed as soon as practicable after the incident and
forwarded to the Medical Command Centre. The Medical Command
Centre will forward the completed TUE or ATUE to the OCA TUE Sub
Commission for review.

What if you have
an existing TUE?
A TUE issued by the
NADO is not automatically recognized internationally. It is your
responsibility to determine whether your IF or AF recognizes
your NADO TUE, and if not, to apply directly to your IF or AF
described in this advisory.
