24th OCA General Assembly
Guangzhou - 9th September 2005

 

1.   H.E. Mr. Liu Peng, President of Chinese Olympic Committee and Mr. Huang Huang, Governor of Guangdong Province while welcoming the delegates to China ensured the house that the 2010 Asian Games under the patronage of the Chinese Olympic Committee will be held as per the rules and regulations of the OCA Constitution, its Guidelines and the Host City Contract and the COC will exert its full efforts to ensure that the Games are a great success.    H.E. Sheikh Ahmad Al-Fahad Al-Sabah, President OCA thanked the COC and GAGOC for making excellent arrangements for the meeting and extended OCAs full support and cooperation to them for the successful conduct of the 2010 Asian Games in Guangzhou.  

2.   The house also unanimously approved the proposal of President OCA to hold the “Beach Games” and approved the establishment of the Sports and Environment Committee and the “Advisory Committee to be functional only after the OCA elections in 2007.  These Committees will have one chairman and 5 Members. 

3.   OCA Award of Merits were conferred on Raja Randhir Singh, Secretary General OCA and Indian Olympic Association and Mr. Hemasiri Fernando, President NOC of Sri Lanka and Chairman of OCA Cultural and Education Committee.

4.   A Memorandum of Understanding (MOU) was signed between the Asia Pacific Broadcasting Union (APBU) and Dentsu the OCA Marketing Agents for the Sale of T.V rights for the 2006 Doha Asian Games. 

5.   The reports of Vice Presidents, Mr. Timothy Fok, East Asia, Mr. Celso Dayrit, South East Asia and Mr. Gafur Rakhimov, Central Asia were received with appreciation House. Mr. Muhammad Latif Butt, Vice President South Asia had requested leave of absence and had not submitted his report. Mr. Nouri Barakat from West Asia was absent and had not submitted his report.

6.   The House unanimously approved the suggestion of President OCA to appoint Mr. Samih Moudallal as Acting Vice President of OCA from West Asia, as Mr. Nouri Barakat the Vice President, West Asia, has been absent from the OCA Executive Board and General Assembly Meetings continuously since his election in 2003. 

7.   The report presented by Mr. Tsunekazu Takeda, Chairman Coordination Committee and Sheikh Soud Bin Abdul Rahman Al-Thani, Vice President OCA was received with appreciation by the house and the house requested DAGOC to look into the Games need of human resources for the operation of the Games, not only in terms of quantity but in quality as well.

8.   The Progress report on the 15th Asian Games presented by DAGOC was received with appreciation by the house.  The house also approved list of 39 sports and 423 events proposed by DAGOC as the official sports programme of the 15th Asian Games.  The house also unanimously authorized the President OCA to discuss the issue concerning the provision of only one car for the President & Secretary General of NOC, with DAGOC and reach an amicable solution.     

9.   The house also unanimously welcomed the announcement made by Chairman DAGOC to provide 30 round trip air tickets to each NOC to fly to Doha via the partnership airline Qatar Airways.  If Qatar Airways does not service the City of origin directly then US $ 300 will be allocated to the passenger to reach the nearest Qatar Airways port of call.  Additionally all the athletes and team officials of the NOCs will stay free of charge at the Doha Athletes Village.  The house unanimously agreed that the OCA will be the final authority with regard to the distribution and fixing of the quota for the total number of athletes from each NOC.  

10.   The report of Mr. Yu Zaiqing, Vice President and the Changchun Organizing Committee for Winter Asian Games (COCWAG) was received with appreciation by the House. The House also suggested COCWAG to include the OCA Logo in the Mascot of the Games and forward the same for OCA’s final approval. 

11.   The report of the Maj. Genl. C. Arirachakran, Vice President OCA and Mr. Santiparb Tejavanija, Governor, SAT was received with appreciation by the House and the house unanimously agreed that the transportation from Bangkok to the adjacent cities where the events are being held should be covered by the Organizing committee. The house also unanimously approved the suggestions made by Mr. Wei Jizhong that the NOC will be the sole authority for sending the athletes to the Games, specially for the Sports which do not have a National Federation.

12.   The report of Raja Randhir Singh, Secretary General OCA was adopted with appreciation by the house. The house unanimously authorized the OCA to shoulder any unforeseen expenses, from its budget, with respect to the expansion of the OCA HQ.

13.   The house unanimously accorded its approval to the Asian Games I.T. Project and the appointment of a company to provide the AGIT system the cost of which will be borne by the Asian Games Organizing Committees.

14.   The house unanimously ratified the decision of the OCA Executive Board to return the Cycle of the Winter Asian Games to be held every 4 years with the 7th Winter Asian Games to be held in the year 2011. The house also unanimously decided to allot the 7th Winter Asian Games to Kazakhstan to be held in 2011, as Alma Ata (Kazakhstan) was the only city which had bid to host the games.   

15.   The house unanimously decided to

  1. Recognize Asian Federations of Kick Boxing and Dragon Boat Racing;

  2. Extend its full blessings for the participation of joint team from North and South Korea in the Doha Asian Games;

  3. Open the bid for the 3rd Afro-Asian Games in 2011.

16.   The report of Dr. Chang, Chairman Finance Committee was received with appreciation by house. The house also unanimously approved the proposal of Dr. Chang to implement the Asian Games Information and Technology Project and also approved the suggestion of President OCA to redesign the OCA Brand Logo.

17.   The house also unanimously approved the OCA Audited Statement of Accounts for the year 2004, as audited and presented by the OCA Auditors M/s. PricewaterhouseCoopers and also unanimously decided to write-off the amount of US $ 28,060/- as bad debts.     

18.   The reports of Dr. Yoshio Kuroda, Chairman Medical Committee, Mr. Rukma Rana, Chairman Media Committee, Mrs. Mikako Kotani Sugiura, Athletes Committee, Mr. Bahram Afsharzadeh, Chairman Information and Statistics Committee, Mr. Hemasiri Fernando, Chairman Education and Culture Committee and Mrs. Natalya Sipovich was received with appreciation by the house.

19.   The report of the Sheikh Talal Fahad Al-Sabah, Chairman Rules Committee was received with appreciation by the house. The amendments to the Bye-Laws of the OCA Constitution were unanimously approved by the house.

20.   The house also unanimously approved the proposal of the President OCA to reduce the size of the Standing Committees with each Committee having one Chairman and five Members, representing all the five zones. The Chairman to be elected by the General Assembly while the 5 Members will be selected by the Executive Board from the Candidates who have been nominated by their respective NOCs.”

21.   The house also unanimously approved the establishment of two new Committees, the Sports and Environment Committee and the Advisory Committee, taking the total number of OCA Standing Committees to 11. The house also agreed that these changes and addition of two new committees will only take effect from 2007 when fresh elections of the OCA will be held.

22.   The progress report on the 2010 Asian Games as presented by the Guangzhou Asian Games Organizing Committee (GAGOC) was received with appreciation by the house and the house welcomed the announcement made by the Chairman of the GAGOC that the Games will be held as per the Rules and Regulations of the OCA Constitution and wished GAGOC the best of luck for the 2010 Asian Games.

23.   The house received with appreciation the bid of Delhi and Incheon to host the 17th Asian Games in 2014 and wished them best of luck. The OCA Executive Board will form an Evaluation Committee to visit the two cities and submit their report to the Executive Board.  The Executive Board will then finalize the date and place for the election of the host city for the 2014 Asian Games.   

24.   The report on Olympic Solidarity as presented by Mr. Pere Miro, Director OS and the OCA Activities and Continental Programmes, as presented by Mr. Hussain Al-Musallam, Technical Director OCA was received with appreciation by the house.  The house also unanimously expressed its full support towards the works of the new OCA HQ, the construction of which is under process.  The house also witnessed the signing of the Memorandum of Understanding (MOU) between the OCA, Olympic Solidarity and the NOCs of China, Korea and I.R of Iran for the establishment of three High Level Training Centers in Asia. 

25.   The house unanimously approved the proposal of the Qatar Olympic Committee to host the 25th OCA General Assembly in Doha in December 2006, during the 15th Asian Games. The exact date to be finalized by the President OCA in consultation with QNOC and DAGOC.

26.   The house unanimously decided to:

  1. Allot the Ist Beach Games to Indonesia, to be held in Bali in the year 2008 and requested the OCA Sectt. to forward the Host City Contract to NOC of Indonesia for Signature.

  2. Allot the 3rd Asian Indoor Games to Vietnam, to be held in Ho Chi Min City in the year 2009 and requested the OCA Sectt. to forward the Host City Contract to NOC of Vietnam for signature.

27.   The Calendar of OCA for major international games will be as follows:

  1. Ist Asian Indoor Games – Bangkok – November 2005

  2. 15th Asian Games – Doha – December 2006

  3. 6th Winter Asian Games – Changchun – Jan/Feb 2007

  4. 2nd Asian Indoor Games – Macao – 2007

  5. Beach Games – Bali, Indonesia – 2008

  6. 3rd Asian Indoor Games – Vietnam – 2009

  7. 16th Asian Games – Guangzhou – 2010

  8. 7th Winter Asian Games – 2011

  9. 2nd Beach Games – 2012

  10. 4th Asian Indoor Games – 2013

  11. 17th Asian Games – 2014

28.   The house unanimously approved the proposal of President OCA to confer the OCA Award of Merit to Prime Minister and Deputy Prime Minister of Thailand and Chief Executive of Macao SAR for their outstanding contribution to the organization of Ist and 2nd Asian Indoor Games in Bangkok and Macao respectively.

29.   While accepting the wish of Mr. Muttaleb Ahmad to be relieved of his duties, President OCA taking into consideration the wish of the Assembly and his long and outstanding contribution to the OCA appointed Mr. Muttaleb Ahmad as the “Special Advisor to the President OCA”. 

30.   President OCA appointed Mr. Husain Al-Musallam as the Director General of OCA in addition to his responsibilities as Technical Director OCA.
